The National Guard Association of Texas Educational Foundation is proud to accept donations for the COL (Ret) Frank Zuniga & MSG (Ret) Theresa Billeck-Zuniga Scholarship, established in recognition of their passion and commitment to the Texas National Guard and the National Guard Association of Texas.
COL Zuniga, a West Point graduate, served in the United States Army and the Texas Army National Guard from 1988 to 2012. His distinguished service included deployments in Desert Shield, Desert Storm, and Afghanistan. He was a highly decorated Soldier, receiving the Legion of Merit, two Bronze Stars, seven Meritorious Service Medals, the Ranger Tab, and the Lone Star Distinguished Service Medal, among others. In 2013, he was awarded the NGAT Minuteman Award. He passed away on April 22, 2026, after a courageous battle with ALS (Lou Gehrig’s disease).
His wife of 29 years, MSG Billeck-Zuniga, served in the United States Air Force and the Texas Army National Guard from 1981 to 2007. She served on the NGAT Board of Directors from 2001 to 2006 and as NGAT President from 2006 to 2007. In 2009, she received the NGAT Minuteman Award, and in 2015, she was inducted into the Texas Military Forces Hall of Honor for her significant contributions at both the state and national levels. Since her retirement from the Army in 2007, she has continued her service as a full-time employee of NGAT.
This scholarship was created to support current and former service members of the Texas Army National Guard who demonstrate leadership, academic achievement, and a commitment to serving their communities both in and out of the classroom.
